It's one year after the Tri-Wizard Tournament. The only thing is Cedric never died! He continued to live because when Cedric told him to take the cup Harry did leaving Cedric behind. So now he's part of the changes that are coming. Harry's been living with his Aunt Uncle and cousin and doesn't know anything that has been going on in the Wizarding world. So imagine his shock when he finds out at Number 12 Grimmauld Place that everyone thinks Harry, Cedric, and Dumbledore are fakes and are crazy!
Harry is upset that no one believes him and is made at his friends for not telling him despite their orders not to. He's just confused and is trying to figure things out.

Fudge has been spreading lies because of his fear that Voldemort is really back. He decides that to ensure everyone thinks he has nto returned he instructs his trusted assisstant Dolorous Umbridge as the DADA teacher. She is old school with her punishments and makes sure everyoen does what she says.
