After hearing about how the pirates were already at war, Ice has gathered his forces and is sailing upon Arna, a pirate city to the north of Teer.
He knows the pirates are weakened by war and are already preoccupied in the south. Ice considered this a fine moment to attack as they stand near defenceless. People don't instantly recover from a war and the Pirates are in a weakened state.

P.S. I didn't include Southerners because I don't think it would be entirly possible for them to reach Arna in the time it will take to fight either way.
